Thanks, I saw that also. I got another explanation for this transmission from an associate at the winterfest, who says that this is a ham radio operator in Howard County, Maryland, who runs a satellite-fed old time radio stream on 1710. Apparently the sat feed gets screwed up every so often, producing the repeating 'W' audio. He has DFed this station to a location near I-95 and Skaggsville.
