Internet broadcasters have been evading the music royalties police for a long time, and will continue to do so. If someone is running a small private service and doesn't run ads and doesn't make any money off it and keeps a low profile, they can fly under the radar. Anyone who uses an internet radio station or streaming service as a business, or are streaming a licensed commercial radio station, then they have to pay the royalties or else they are putting their business at serious risk.
