Maybe schools want old Carrier Current couplers for their systems, since there would be no support from LPB any more. Also, if you know your stuff or are willing to learn and work with discrete components like capacitors and ferrite cores, it's not too hard to build a reasonable and safe coupler.

After more looking, the PLC coupler shown is oriented to the LF range below the AM band, though it might work higher, but it would have to be tested.
