The Ramsey FM-35 had a mod to put out one watt, which is not bad. Unfortunately, Ramsey stopped selling consumer kits a few years ago.

Radio Free Berkeley was always quite slow and I'm not even certain whether he's still in the biz.

OTOH, there is a guy in Europe (maybe Holland?) who "advertises" on HFU, and there is a guy in Greece with decent equipment, although rather pricey. Beyond that you're pretty much on your own.
