WBCQ actually was licensed for 17495 for many years; they were never on 17490. WBCQ was originally on 9340, then moved shortly thereafter to 9335, and ended up on 9330 where they remain to this day. I seriously doubt that there is any conspiracy going on here with respect to WBCQ's frequency allocations on 9330 and 17495; any relation to free radio operators is purely coincidence. 7415 was chosen, however, precisely because it was used in the past by free radio operators.
