FDR Speech station on 6940 USB at 22:38 8/28

FDR talking about U.S. involvement in WW2 Europe.

353 at tune-in, but sudden wind-whistle QRN/M at 22:40
& off abruptly at 22:42. The whistling was limited to 6940.
Weird.
