Walmart does Drive-In Movies with FM transmitters? OK....

This has been on the RADAR here in WV, since just a few months ago, the licensee of LPFM station WTSQ-LP 88.1FM, tried to do like a Drive-In Movies set-up with a Part #15 FM transmitter, but the City of Charleston totally shot it down.
