A more detailed search based on the "Streetz 87-7 102-1" ID heard on September 13 reveals that this is most likely WMTO-LD Norfolk VA, a low power TV station, which was recently granted a special temporary authority to operate an "ancillary or supplementary service within the Station's assigned digital channel frequencies". WMTO-LD is licensed for 3 KW on TV channel 6. The application also says that they're running the ATSC 3.0 standard for their television service. The STA expires in January 2022.
