I'd think that what'll dictate whether OTA broadcasting continues in the not too far distant future is whether or not there's an audience for it any longer. The younger generation(s) tend not to listen to radio at all according to the surveys. I don't think we'll ever have to worry too much about driftnet capture of radio traffic - apart from anything else it produces waaaaay to much radio for a person to cope with. AM DXers have hit that problem, some people take weeks to go through everything. I think really it all depends on the listener.
