TIS Station on 1710KHz AM?

Driving back from work around 04:15UTC to hear what sounded like the typical robot female voice used via NOAA Weather Radio stations. I know that Pennsylvania will simulcast NOAA WX Radio on their T.I.S.stations, so I suspect that it could be coming from that. Unfortunately, too much noise for a positive ID on the truck stereo.
