But ff, "non-commercial" is the kiss of death to any broadcaster or broadcasting plan - and that's what has happened to LPFM. They wind up competing with NPR begging their listener for money to stay on the air. That's almost as boring as the endless commercials! Ya gotta allow for some limited commercials just to help pay the bills; radio ain't free, ya know.
'course, then there's NPR - which consolidated a great portion of so-called educational programming and almost crushed the smaller, indie college and community FMs. But that's another story...
