All I see is a free-for-all to jam-pack the FM band with useless and unwanted crap - the same crap they put on the AM band that nobody listens to! And they've experimenting with IBOC digital as well, so most of those lower power translators won't give any coverage boost anyhow.

The ultimate solution is for a broadcaster to give the audience something they WANT to listen to rather than what will make the owner the most money! But the broadcasters won't provide anything that costs...
