Anyone remember a KFRN on shortwave?

In the August, 1960, issue of Popular Electronics, the "Short-Wave Report" claimed that a new SW station was being built in Dallas, Texas, to operate on 15180 kHz with the callsign KFRN.

I'm not aware that it ever operated, but I don't know everything. Does anyone remember the station? Or was this another "NDXE"?
