HFU noticed weird 4625kHz Russian signal still active.

I'm sure that I've heard this, but ignored it, thinking it was just another data transmission. [www.rt.com] Hmmmmmmmmmmmmmm... To me, it seems like a type of Numbers Station, minus the numbers. Anyone else hearing this?
