I don't think the FCC needs snitches in order for them to exist. There's plenty of human emotions that would justify the behavior to the right individual, and the pirate community certainly is comprised of...individuals.

I don't believe all the hype on either side of this debate, but I do believe the truth lies somewhere in the middle.
