uneven pips - 5 MHz, 02/17, 2241-2302+

Looking for YVTO with WWV almost completely non-existent, I heard uneven (almost as if it was done by hand!) 1 kHz pips, roughly 2 per second, with a slightly longer pip on the minute. No voice announcements heard while I was listening. (YVTO is supposed to make voice anmts between :52 and :57 in SS.) Still going at 2314 UTC.

Anyone else hearing this? Any ideas?
