propagation beacon (?) - 26875

I've heard this thing off-and-on for months now, and it just popped in again this afternoon for a few minutes, quite weakly. It sounds like a rapid "chirp" or "tick". It'll be in there for hours at a time over several days, then disappear for a few weeks before it reappears.

The only thing I can think of is a simple propagation beacon. But I haven't found any info on it, so what good does it do? Who runs it? Where is it?

Anyone else hearing this?
